What Is Prop 63 ?
Proposition 63 is a proposal to voters to increase gun and ammunition control in order to further protect the public and decrease the large number of mass shootings in California. Through 63 individuals would be required to have a background check and obtain a permit to buy or sell ammunition. Currently, high capacity magazines (magazines with 10 or more rounds) are outlawed but law enforcement and certain individuals are exempt. This prop would advance the law prohibiting high capacity magazines and completely ban them. This prop would also make the theft of firearms a felony punishable by 3 years in state prison. Individuals convicted for the theft of a firearm would be unable to to own a gun for 10 years.
63 would also create a new process to take firearms away from individuals convicted of crimes in which they are not allowed to own firearms like violent felonies. It requires convicted individuals to either turn over their firearms to local law enforcement or sell/give it to a licensed firearm dealer. Probation officers would also be assigned to see this through. Additionally, local government or state agencies could charge the convicted individual for the cost of the process.
